Q.1 What are the applicable byelaws for the approval of building plans?

Ans.: Local Municipal Building Control Regulations/Rules are applicable as per FGEHA Act 2020. In case of Islamabad Capital Territory, Capital Development Authority Building Control Regulations, 2020 are applicable

Q.2 What documents need to be submitted for the approval of residential and commercial building plans?

Ans.: Following documents are required to be submitted with application for approval of building plans:

  • A1 form ( signed by the owner), A2 form (signed and stamped by registered  Architect and Structure Engineer with FGEHA )
  • Attested copies of  allotment letter or transfer letter and certificate, possession letter, CNIC (02 sets) and copy of  witness CNIC to indemnity bond,
  • Indemnity bond from owner on stamp paper with two witnesses for approval as per standard format duly filled.
  • Original copies of Architecture drawings (signed & stamped by Architect) & Structural drawings (signed & stamped by Structure Engineer) (06 sets of each).
  • Calculations book and, soundness and structural stability certificate of the structure (signed and stamped by structure engineer)
  • Soil investigation report for residential plot more than 500 sq. yard and above and all commercial buildings. Authority may requisition soil investigation report if it deems necessary due to soil condition of specific area.
  • Certificate of vetting consultants regarding structural stability for commercial buildings.
  • NOC for basement undertaking on stamp paper from neighboring plots ( 03 plot in case of regular plot, 02 in case of corner plot  if not leaving (5’) feet space at site or spot level ( if your plot in natural depression) with CNIC and ownership letters of concerned neighbors.
  • Scrutiny fee and other applicable fees as per FGEHA Building Regulations and Capital Development Authority Building Control Regulations, 2020. Covered area is levied at Rs-06/- per sq. ft. for residential buildings and Rs-20/- per sq. ft. for commercial buildings respectively. The scrutiny fee is subject to revision from time to time and will be updated accordingly.
  • Digitally scanned copies of Architectural and Structural drawings (DWG format) on CD along with scanned copies of all documents.

Q.3 What documents are required for the issuance of plinth level certificate?

Ans.: Following documents are required to be submitted with for issuance of plinth level certificate:

  • Form-D complete fill up by the Owner and, Engineer and Architect.                                       
  • Attested copy of CNIC
  • Attested copy of final allotment letter or transfer letter.
  • Attested copy of transfer certificate (in case of purchase).
  • Attested copy of possession letter.
  • Attested copy of building plan approval letter.

Q.4. What documents are required with the application for the issuance of completion certificate?

Ans.: Following documents are required with the application for issuance of completion certificate:

  • B1 Form (Signed by the owner), B2 Form signed and stamped by Architect and Structure Engineer registered with FGEHA)
  • Two sets of attested copies of allotment letter or transfer letter and certificate, possession letter, CNIC.
  • Indemnity bond from owner on stamp paper with two witnesses and attested CNIC. For completion
  • Six original copies of completion drawings (signed and stamped by Architect and Structure Engineer registered with FGEHA) for completion.
  • Attested copy of approval letter and approved drawing
  • No Demand Certificate/ Clearance Certificate from FGEHA
  • Plinth Level Certificate at time of completion (Form-D).
  • Sewerage NOC certificate from FGEHA.
  • Digitally scanned copies of completion drawings (.dwg format) on cd along with scanned all documents.

Q.5 What is scrutiny fee for Building Plan & Completion Plans?

Ans. Scrutiny fee and other applicable fees as per Clause 6.5 of the Capital Development Authority Building Control Regulations, 2020 whereby total covered area is levied at Rs-06/- per sq. ft. for residential buildings and Rs-20/- per sq. ft. for commercial buildings respectively. Moreover, the scrutiny fee is subject to revision from time to time and will be updated accordingly. Any additions/alterations and compoundable violations will be charged separately.

Q.6 Where the scrutiny fee or Building Plans approval fee is to be submitted?

Ans.: Scrutiny fee or Building Plans approval fee and other applicable fees are to be submitted in Askari Bank Limited sub branch lower ground floor FGEHA office, G-10/4, Islamabad.

Q.7 What is the mode of submission of requisite fee?

Ans.: The requisite fee is to be submitted in form of cash for swift processing and copy of deposit slip is to be attached with the application

Q.8 What are the common observations/repeated mistakes found in Architectural Plans?

Below mentioned are some common observations/repeated mistakes found in Architectural Plans.

  • Property line or boundary line of the plot should be marked on all floor plans including basement, ground, first floor and mumty floor plan.
  • All sectional details must be drawn along with plans. Both horizontal and vertical sections must be drawn. At least one section must be drawn with staircase details.
  • Plinth level and other levels should be clearly marked on the drawing with reference to Road Level.
  • Number of steps in staircase should be mentioned along with width of treads and height of risers.
  • In terms of horticulture all floor plans (Residential) must be having trees as per byelaws.
  • Number of house dwelling units should be followed as per the requirements of byelaws.
  • Floor areas/FAR should be mentioned in schedule.
  • All drawings to be submitted by registered Architect /Structural Engineer with FGEHA only.
  • Gate width must be kept same as porch width.
  • Mumty (Stair Tower) may be constructed in residential houses / plots as per Schedule-1 of Capital Development Authority Building Control Regulations, 2020; subject to the condition that the width of the Mumty, as visible from the front road shall be smaller than its depth and its width shall not be more than half (1/2) of the plot width in case of Terraced / Attached Houses and 1/3rd of the plot width for Detached Houses. A small washroom and a room may be provided within the permissible area of Mumty. Height of Mumty (Stair Tower) may be constructed up to 10′-0″ in residential houses only.
  • NOCs are to be provided if there is full basement; spot level certificate if the plot is in natural depression.
  • Smaller side set back must be kept on South and West sides only.

  • Excess Coverage of Mumty Area than the prescribed limit.
  • Open to Sky (OTS) less than 50 Sq ft in area.
  • Delay in getting the completion certificate after the expiry of building plan validity period.
  • Projections above prescribed limit.
  • Deviations of completion plan more than 15% from approved plan.

Ans. The validity of the approved plan is five (05) years from the date, building plan is approved.

Q.19.Is it necessary to get completion plan/ certificate?

Ans. It is mandatory & legal requirement to obtain completion plan before occupying/ renting out the building. No person shall occupy or permit to be occupied, any such building or use or permit, to be used any part affected by the erection/ re-erection, if any, of such building, until the completion certificate/permission to occupy is obtained, as per clause 3.12.11 (b) of ICT Building Control Regulations 2020.

When delay completion charges are imposed?

Ans. The delay completion charges are imposed on only those properties whose building plan validity period got expired (I.e. who submitted the completion certificate application after 05 years from the date, building plan is approved.

21. What are the charges of Delay Completion Certificate?

Ans. A fine of Rs 5000 per month for Residential and Rs 10,000 per month for Commercial for first year and would be doubled thereafter as per ICT Building Control Regulations 2020.
